NUH (MEWAT): "Shiksha Ka Haq Abhiyan" ( Right to Education campaign) was launched by Lok Sabha Speaker Meira Kumar, Union human resources development minister Kapil Sibal and Haryana chief minister Bhupinder Singh Hooda at Nuh in Mewat district on Friday.
The campaign was launched on the birth anniversary of India's first education minister Maulana Abul Kalam Azad, which is also observed as National Education Day. Under this campaign, a student will not have to show any proof of age or any other accompanying certificates to seek admission in schools and get elementary education till Class VIII, to ensure that no child is deprived of receiving education due to unavailability of money.
"I have a magic ... education that gave me a new life ... It is a magic wand that can help us meet any challenge," read Prime Minister Manmohan Singh's note read out by D Purandeshwari, minister of state for human resource development.
"Education gave me a new life. I went to school in a village that had no electricity. I studied under an earthen oil lamp. I would walk miles to reach my school. I worked as hard as I could and the nation has always rewarded me for my efforts," read the message from the PM.
The PM's message was read out in all 13 lakh schools across the country, a copy of which has been sent to the headmasters. The government has three years to make available the required infrastructure, starting from teaching faculty to bring a ratio of one teacher to 30 students, classrooms, separate washrooms for boys and girls, and potable water, among others. Speaking on the occasion, Speaker Meira Kumar said that she had a "special attachment with this place".
"I look forward to opportunities to come back here," she said, remembering her father Babu Jagjivan Ram who she said was close to Abul Kalam Azad. The Act also makes it compulsory for all private schools to reserve 25% of its seats for the economically weaker sections and backward classes. No seats under this quota can be left vacant.
The National commission for Protection of Child Rights (NCPCR) has been given the task to monitor its implementation. The countrywide campaign aims at creating awareness among people about the RTE and their entitlement to free and compulsory education.
When asked what was being done to see that teachers, mainly in Mewat district, are recruited from the local population since teachers posted from outside were not "showing interest" to stay and teach here, Haryana minister for education Geeta Bhukkal said, "We have received this complaint and will soon adopt a system of biometric attendance so that this problem is resolved."
