Naga Students’ Federation slams Education department

Naga Students’ Federation (NSF) Wednesday has put into view its ‘Final Stance’ with regard to the issue of “bogus teachers’ appointment” subsequent to the Representation letter No. NSF-COM & SECY/SE/REP-01/2011-13 dated 17th August 2011.


NSF president, Kelhouneizo Yhome and general secretary N. Ejanthung Ngullie in a letter to the commissioner & secretary, School Education said “all good time to solve the entire bogus teachers’ appointment scam has run out” as the issue has become long overdue.


“Even after failure to fulfill the ‘Five Charter of Demands’ within 45 days” which ended October 2, NSF said its members officially approached the office several times with the “principle demand”. 



NSF said it was compelled to question the department as to “why effective and permanent action could not be taken upon those involved in the entire scam”.


With the department’s failure to comply with the “charters of demand”, NSF said it would not tolerate the delays and would “take up the issue to the street in the interest of the students community whose future are at stake”. NSF said the department’s reply vide letter No. DSE/NSF-01/2011 to the NSF representation August 17 was “least satisfactory”. 


It pointed out that the department had mentioned the termination of 84 teachers with fake educational certificates, appointment orders with forged signature, fake appointment orders and absentee teachers. 


However, it said as per SIT report there were 251 such teachers, and demanded to know why and what was the reason for not terminating the rest of the teachers? 


NSF also blamed the Education department for “flip-flopping, giving numerous excuses” and questioned why those teachers and erring officers were not terminated.


It said “336 such teachers” were also issued termination orders, which did not tally with the number of teachers “detected by the NSF through reliable sources”. 


NSF questioned the department as to why the appointment of teachers was entertained and why such action was initiated to accommodate them?


NSF said it could not comprehend the idea of issuing show cause notices to those teachers who were detected by the SIT that got into service through “irregular means”. When such “illegal means” were detected, it was strong enough to immediately terminate them, NSF stated.


With regard to the SIT proposed charge sheet of officers and teachers involved in the scam, NSF said the department made excuses that the Vigilance Commission was yet to send specific request for sanction of prosecution. This, NSF said was the blame game orchestrated by the authorities to buy time.


It also alleged that the department had been buying time and allowed the so called “aggrieved teachers to carry out undemocratic means” to remain in the service, depriving genuine teachers.


On the Special Verification Committee and Departmental Verification Committee, NSF questioned as to “how many more verification committees were needed for the Education department to find out and terminate those teachers?”. 


NSF said with more such committees the department may setup, technical process to terminate the teachers would be complicated. In this regard, NSF said the future of students would also remain insecure, taught by unqualified teachers while the teachers get their service secured.
