Govt scraps education panels, boards in municipal bodies
IN ACCORDANCE with the provisions of Right to Education (RTF.) Act. Maharashtra Government is learnt to have scrapped education committees and boards in municipal councils and corporations in the State. State Government has adopted RTE Act passed by the Centre in to. As per the new provisions, only the elected representatives will be members of these commute es/boards.
As per the previous provisions, education boards were functioning under municipal corporations, and education committees in municipal councils and Zilla Parishads in State. Apart from corporators/councillors, co-opted individuals also were members of these boards/committees.
Recently. onJune30. promulgated an ordinance paving way for repealing of City of Mumbai Primary Education Aci of 1920. Maharashtra Primary Education Act of 1947, Hyderabad Compulsory Primary Education Act of 1952. and Madhya Pradesh Primary Education Act of 1956. These laws were enacted and made applicable in Mumbai; rest of Maharashtra excluding Mumbai, Maraihwada. and Vidarbha; Maraihwada; and Vidarbha respectively. These were education. However, there was no uniformity in provisions of these Acts. RTE Act that into effect from April 1, 2010. contained exhaustive provisions regarding right of children to free and compulsory education till completion of elementary education as well as duties and responsibilities of the State Government and local authorities. It also provided for norms and standards for recognition of schools, qualifications for appointment of teachers and their service conditions, pupil-teacher ratio, curriculum and evaluation procedure, of grievances and constitution of the Stale Advisory Council.
