Nagpur University Proposal to dilute UGC Norms For Lecturers Rejected by HC

THE STATE Government has through its affidavit sworn in by Gautam Joti Rasal. the Joint Secretary in the Higher and Technical Education Department . informed the Nagpur University and also the High   Court   that,   in   view   of International Education standards going up and the same taking nosedive in the State, it cannot approve its proposal to dilute UGC norms for appointing college Lecturers.
On the last date, the University had submitted to the HC that it can implement its July 1. 2009 decision of permitting colleges to appoint ad-hoc/contract teachers only after approval of its recommendations by the State Govt. Now this affidavit by the state Govt, in the two writ petitions filed by 66 college managements for such a permission.cleared the way for long drawn out legal contest between the Govt, and such college managements, who have not been allowed to admit students for the academic session 2013-14.
The petitioners have been permitted by the Court to amend their petitions to 10 include challenges to the new in 3 Jays amithe respondents to file their consequential reply in 3 days thereafter. The Court has also fixed these petitions for hearing for final disposal on August 12 next.
The State Government has made it clear that it is up to the Vice chancellors to see that UGC norms are followed by these colleges and it is their responsibility to take lake action against those managements who are guilty of violating these norms. It has intimated that adhoc/cpontractual teachers were permitted to be appointed till July 5.2008.
The Government has asked the University to implement its GRs of January 30. 2010 and February 15. 2011 strictly.
Advocate B G Kulkarni appeared for the petitioners. Advocate Rohit Deo and Advocate Purushotiam Patil (RTMNU) and GP Nitin Sambre (State Government) represented the respondents. postures of the State Government
