With an eye on the forthcoming elections, the Centre on Wednesday announced the constitution of the Seventh Pay Commission to revise the salaries and pensions of around eight million government employees and pensioners.

The name of the chairperson and members of the commission, as well as its terms of reference, will be finalised after consultation with major stakeholders. The Centre is also looking at various demands of defence personnel, including the possibility of setting up a separate pay commission for the armed forces, government sources said.

The recommendations of the Seventh Pay Commission are expected to be implemented from January 1, 2016, the finance ministry said. On an average it takes a pay commission around two years to submit its recommendations. The Prime Minister approved the constitution of the Seventh Pay Commission before he left for the United States on Wednesday.

"It is the right of employees to have a Pay Commission... When the recommendations come, the government will be able to implement (it). You do not do something for which you do not have money available," said commerce minister Anand Sharma.

The Pay Commission's recommendations are likely to hit the fiscal deficit of the Centre and state governments. But it is something that the next government will have to worry about. However, the Sixth Pay Commission, whose award was implemented from January 1, 2006, was seen as an indirect stimulus to the economy at the time of a global financial crisis in 2008, and it had supported the demand for goods and services.

आगामी विधानसभा चुनावों और 2014 में होने वाले आम चुनावों से पूर्व केंद्र सरकार ने अपने कर्मचारियों के लिए सातवें वेतन आयोग के गठन की आज घोषणा की. वेतन आयोग की सिफारिशों से करीब 50 लाख केंद्रीय कर्मचारी और 30 लाख पेंशनभोगी लाभान्वित होंगे.

वित्त मंत्री पी. चिदंबरम ने कहा कि 7वें वेतन आयोग के अध्यक्ष और सदस्यों के नाम को प्रमुख भागीदारों के साथ चर्चा के बाद जल्द ही अंतिम रूप दे दिया जाएगा. 7वां वेतन आयोग 1 जनवरी 2016 से लागू होगा.

2006 में लागू हुआ था छठा आयोग : इससे पहले छठे वेतन आयोग की सिफारिशें एक जनवरी 2006 से लागू की गई थीं. इससे पहले पांचवें आयोग की एक जनवरी 1996 और चौथे आयोग की एक जनवरी 1986 से लागू की गई थी.

राजग ने ठुकरा दिया था : कांग्रेस ने याद दिलाया कि राजग सरकार ने 2003 में छठे आयोग के वैध गठन को 'अस्वीकार' कर दिया था. पार्टी महासचिव अजय माकन ने कहा, 'राजग के छठे आयोग के वैध गठन को अस्वीकार करने के बाद कांग्रेस ने छठा वेतन आयोग बनाया. और अब एक बार फिर सातवां वेतन आयोग 2013 में गठित किया है.'

या वर्षाअखेरीस पाच राज्यांत होऊ घातलेल्या विधानसभा निवडणुका तसेच २0१४ मधील सार्वत्रिक निवडणुकांच्या पार्श्‍वभूमीवर केंद्र सरकारने बुधवारी सातव्या वेतन आयोगाची घोषणा केली. अलीकडे केलेली महागाई भत्त्यातील वाढ आणि आता सातव्या वेतन आयोगाची मागणी मार्गी लागल्याने केंद्रीय कर्मचार्‍यांची दिवाळी यंदा खर्‍या अर्थाने गोड होणार आहे. केंद्रीय अर्थमंत्री पी. चिदम्बरम यांनी एका निवेदनात पंतप्रधान मनमोहन सिंग यांनी सातव्या वेतन आयोगाच्या गठनास मंजुरी दिल्याचे स्पष्ट केले.

या आयोगाच्या शिफारशी लागू होण्यासाठी कर्मचार्‍यांना १ जानेवारी २0१६ पर्यंत प्रतीक्षा करावी लागणार आहे. आयोगाचे अध्यक्ष व सदस्यांची नावे लवकरच जाहीर करण्यात येतील.वेतन आयोग गठित झाल्यानंतर हा आयोग दोन वर्षांत आपल्या शिफारशी सादर करेल. संघटनाही खूश : सातव्या वेतन आयोगाच्या घोषणेमुळे केंद्रीय कर्मचार्‍यांच्या संघटना खूश आहेत. या संघटनांनी सरकारच्या घोषणेचे स्वागत करतानाच या आयोगाच्या शिफारशी जानेवारी २0११ पासून लागू करण्याची मागणी केली आहे. काँग्रेसकडून स्वागत : काँग्रेसचे सरचिटणीस अजय माकन यांनी ट्विटरवर सरकारच्या निर्णयावर समाधान व्यक्त केले. रालोआ सरकारने २00३ मध्ये सहावा वेतन आयोग फेटाळला होता. संपुआ सरकारने २00५ मध्ये तोच आयोग लागू केला आणि आता सातवा आयोग आणला, असेही ते म्हणाले.
