Why did RTMNU administration allow amendment to ordinance?

ACADEMIC Council of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) passed the resolution regarding amendment in ordinance to allow students to appear in examination with two preceding years or four preceding semesters. The amendment as expected, was stayed by Chancellor. Everybody asked how such kind of resolution diluting academic standards could be passed when Vice-Chancellor is there.

The Maharashtra Universities Act 1994 says Vice-Chancellor has been designated as principal academic. executive and administrative officer of the University under section 14(1). In terms of provisions of Section 14(5) of the Act. Vice-Chancellor shall ensure faithful observance of the provisions of the Act. Statutes. Ordinances. Rules and Regulations  of  the   University and shall give effect 10 only such decisions of the authorities of the university which are not inconsistent with the provisions of all these.

Being Chairman of the authorities V-C is expected to ensure that the decisions taken by the authorities are strictly in accordance with the governing rules of the university. In case the said decisions by the authority with majority or otherwise in his opinion is not consistent with the governing rules of the university. V-C has to record disagreement, disapproval or dissent who claimed that was because of majority members that he had to abide by the amendment.

V-C shall with such reasons place the same before the concerned authority which has taken a decision for reconsideration and in case the difference persists, the mailer would be then referred to the Chancellor whose decision would be final and binding.

Any amendment made in ordinance has to be sent to Chancellor within two weeks and wail for Chancellor's reply till four weeks. Even after passage of four weeks if Chancellor does not reply then it is implemented. Surprisingly, the effort was made to display this amended ordinance on website as members tried to pressure administration. Same members asked V-C later on as why he sent the same to Chancellor. The members and administration arc clearly in loggerhead with each other. Those who try to help university fear that they wont be protected.
